A leading organization in the UAE is seeking an experienced Head of Learning & Development to lead the design and execution of a future-focused learning strategy that drives capability development, leadership effectiveness, and organizational performance.
This role will be responsible for building and embedding a high-impact learning culture across the business, ensuring employees and leaders have the skills, knowledge, and capabilities required to support current and future business objectives. The successful candidate will partner closely with senior stakeholders to develop leadership programs, learning frameworks, talent development initiatives, and digital learning solutions that deliver measurable business impact
Key Responsibilities
Develop and implement the organization's Learning & Development strategy aligned with business priorities
Lead leadership development, management capability, and professional skills programs across all level
Design and oversee learning pathways, academies, and capability-building initiative
Partner with business leaders to identify skills gaps and workforce development need
Drive learning innovation through digital platforms, e-learning, blended learning, and emerging technologies
Establish frameworks to measure learning effectiveness, ROI, and business impact
Manage external learning providers, partnerships, and learning budget
Promote a culture of continuous learning, growth, and knowledge sharing across the organization
Support organizational transformation and change initiatives through targeted learning intervention
Requirements
10+ years of experience in Learning & Development, Talent Development, Leadership Development, or Organizational Capability
Proven experience developing and implementing enterprise-wide learning strategies
Strong expertise in leadership development, learning design, succession support, and capability building
Experience managing learning technologies, LMS/LXP platforms, and digital learning solutions
Ability to influence and engage senior stakeholders across the business
Excellent communication, facilitation, and stakeholder management skills
Bachelor's degree required; relevant professional certifications are advantageous
